Complaint Regarding Repeated Delivery of Spoiled Chicken and Refund Refusal

I am writing to file a formal complaint against Foodpanda.
Last week, I received spoiled chicken through my order. I immediately reported the issue and provided all required details and proof. However, my complaint was not properly resolved, and I did not receive a refund.
Now, this week, the same issue has happened again. Foodpanda delivered spoiled and unsafe chicken once more. This happened even though my previous complaint was still unresolved.
I reported the new incident immediately. Despite this, they again refused to issue a refund. This is completely unacceptable. Sending spoiled food twice and then denying a refund shows serious negligence and poor customer service.
I request a full refund for both affected orders and proper action
